There are three dates - each better than the other:

Mercury retrograde is technically over by July 10th, 2007.

However, Mercury is still moving "slowly" relative to planet Earth - and does not resume its normal speed until about July 18. (The second best date to shoot for.)

But the best date to work with is July 24th - because this is when Mercury finally reaches the degree it was at when it first went retrograde on June 15.

(In other words, it has now covered the distance where it went backwards and later retraced its steps.)

Therefore, after July 24, Mercury is truly moving "forwards."

Note: Of course in reality Mercury is always moving forward. These are mathematical computations about how Mercury's orbit relates to planet Earth.
